Orange County Joins Lawsuit Challenging SB 180 While Seeking Legislative Relief
Orange County, FL. – Orange County has joined more than two dozen other Florida jurisdictions in a lawsuit challenging certain parts of a new State law, Senate Bill 180 (SB 180), that restricts local home rule authority over land use and planning. With Orange County’s population projected to exceed 2 million residents by 2050, it is imperative for the County to implement smarter growth management policies that protect natural habitats, foster small business growth, promote walkability, and expand access to affordable housing.
One of the initiatives most impacted by SB180 is Vision 2050, Orange County’s plan to manage future growth. SB180 has effectively invalidated Vision 2050 in its entirety, undermining years of collaborative community planning, hours of public input, and actions of the Board of County Commissioners.
While the lawsuit moves forward, Orange County’s legislative affairs team will work diligently with state lawmakers to seek changes to the law during the upcoming 2026 Legislative Session.
In the meantime, the County will continue to operate under its current Comprehensive Plan, and staff will accept, review, and process development applications following those pre-existing rules.
