This division collaborates with service agencies and partners community-wide for planning and implementation of mental-health, substance-abuse and crisis-intervention services and support systems. It is also involved in planning and service development for family homelessness, chronic homelessness and supportive services with both internal and community partners. Mental Health and Homeless Issues Division oversees the operation of the Central Receiving Center and Wraparound Orange Mental Health Care Services.

In order to ensure that shelter beds are utilized by those most in need, Diversion Services help homeless families/individuals or those in imminent risk of homelessness find housing options. Counselors will assist with conflict resolution in an effort to secure or restore immediate housing.
