Statement from Orange County Mayor Jerry L. Demings on the Proposed Interlocal Agreement Between the City of Orlando and Orange County | October 25, 2024

The following statement from Mayor Jerry L. Demings concerns the proposed Interlocal Agreement between Orange County and the City of Orlando, which addresses the annexations of Deseret Ranch and Sunbridge, Tourist Development Tax Dollars, and providing shelter for the homeless. The Orange County Board of Commissioners will discuss it at their October 29, 2024 meeting.

“The proposed interlocal agreement between the City of Orlando and Orange County marks a significant step forward for our community. The City will drop its attempt to annex Deseret Ranch. In return, the County will drop its challenge to the City’s annexation of Sunbridge, but the City must comply with the development plan previously approved by the Board of County Commissioners. The agreement also requires the City and the County to work together on a 10-year Joint Planning Agreement with automatic five-year renewals. The intent is to create a process in which all parties will understand the rules of engagement going forward.

This collaboration reflects our commitment to working together for the benefit of all residents, ensuring that we prioritize sustainable growth and mutual respect.

In addition, Orange County will provide $626 million in Tourist Development Tax Dollars for improvements to Camping World Stadium and the Kia Center and will lease to the City, for $1.00 per year, the Work Release Center on Kaley Avenue for a homeless shelter. The City must agree to fully fund all costs for the necessary upgrades and renovations to the building; however, the County and City will split operations and maintenance costs. I look forward to discussing this agreement with the Board of County Commissioners at our October 29 meeting. I believe this agreement will be mutually beneficial to the City and County.”
