Orange County Pledges $15.8 million to Support Two Affordable Housing Communities

Orange County, FL. – Two affordable housing communities under construction will receive additional funding support from Orange County Government. On August 28, 2025, the Orange County Board of County Commissioners approved impact fee exemptions for Barnett Villas, a 156-unit apartment community nearing completion in Pine Hills, and Enclave at Canopy Park, a 104-unit apartment community that recently broke ground in Holden Heights.

Both developments will be rented to low-income households whose average household income does not exceed 80 percent of the area median income.

Barnett Villas, expected to open by early 2026, will receive an impact fee exemption of $2.2 million, in addition to $9.3 million the County has already committed to the project through its Affordable Housing Trust Fund and the American Rescue Plan Act. Enclave at Canopy Park, expected to open in the second quarter of 2026, will receive an impact fee exemption of $1.3 million, in addition to $3 million the County has already committed to the project through its Affordable Housing Trust Fund.

Since its establishment in 2020, the Affordable Housing Trust Fund has allocated $55 million, resulting in the development of 1,849 housing units throughout Orange County. The Trust Fund is a key component of Mayor Jerry L. Demings’ Housing For All Initiative, a comprehensive 10-year action plan designed to promote and incentivize affordable and attainable housing across Orange County.
