Orange County Celebrates Opening of 192-Unit Affordable Housing Community

Whispering Oaks Ribbon-Cutting Marks Milestone for Affordable Housing Trust Fund

Orange County, FL — Orange County will hold a ribbon-cutting ceremony for Whispering Oaks Apartments, a 192-unit affordable housing community, on Wednesday, April 29, at 9 a.m. The community is located at 6041 Whispering Winds Loop in Orlando.

The event marks a major milestone for the County’s Affordable Housing Trust Fund as County leaders will, for the first time, celebrate the completion of an apartment community supported by the program.

Speakers include Mayor Jerry Demings, County Commissioner Michael Scott, and Brianne Heffner, Vice President of Tampa-based Southport Financial Services.

The ribbon-cutting event will include a guided tour of the community, allowing attendees to view completed units, learn about residency qualifications, and amenities available to future residents.

The County established the Affordable Housing Trust Fund in 2020 to provide the financial resources and leverage necessary to create and preserve affordable housing units countywide. Orange County provided $1.86 million from the Trust Fund and $2.5 million in impact fee credits to Whispering Oaks. The community will serve households earning 30-80% of Area Median Income (AMI).

Southport Development, Inc. and Vaughn Bay Construction, Inc. led the development and construction of Whispering Oaks. Architectural design services were provided by Architectonics Studio, Inc. Ongoing property management will be handled by Cambridge Management, Inc., a professional management firm with established experience in affordable and market-rate residential communities.
