Consent Agenda:
Item F-2: Support Services for Children in Head Start
Orange County’s Head Start Division is seeking approval of an agreement with the Nemours Foundation to provide physical and mental wellness support services for enrolled Head Start children, including vision and hearing screenings. The federally required screenings are designed to help identify potential health concerns early and connect children and families with appropriate preventive services. No cost is associated with the agreement, which would run from October 1, 2026, through September 30, 2027. Action requested: Approve agreement with the Nemours Foundation to provide vision and hearing screenings and related wellness support services for Head Start children. Item G-1: Approval of State-Required Medicaid Contribution
The Board will consider approving a $27.4 million payment from the County’s General Fund, supported by local property tax dollars, to help fund Medicaid. Since 2022, Orange County’s required contribution has increased by approximately 40 percent. As a result, a larger share of local tax dollars is being used to support a program that provides thousands of residents with access to healthcare, including doctor visits, hospital care, prescription medications, and other essential medical services. Action requested: Approval to pay Orange County’s estimated Medicaid share of cost in accordance with Florida Statute 409.915 for state fiscal year 2026-2027 for $27.4 million. (Health Services)

Item B-1: Orlando Economic Partnership Update
The Orlando Economic Partnership will provide its annual update to the Board, highlighting accomplishments achieved on behalf of Orange County during the current fiscal year and outlining goals for the year ahead. No action is required; this is an informational presentation only. (Office of Economic, Trade and Tourism Development)

Item B-2: Advanced Air Mobility Feasibility Study
Orange County staff will present the findings of the Advanced Air Mobility (AAM) Feasibility Study, which addresses potential future operations of electric vertical takeoff and landing (eVTOL) aircraft and vertiport facilities within the County. The study assesses the feasibility of some areas of the County, including the International Drive Community Redevelopment Area, and provides guidance for reviewing future vertiport proposals, public outreach efforts, and emerging aviation technologies. Action requested: Accept the findings and recommendations of the Orange County Advanced Air Mobility Feasibility Study. (Office of Innovation and Emerging Technologies)

Item C-1: Stormwater Utility Phase 2 Update
Orange County staff will provide an update on Phase 2 of the Stormwater Utility initiative, including the results of community outreach as part of the Stormwater Utility Feasibility Study. The effort is intended to evaluate a potential funding source for stormwater infrastructure, flood mitigation, and water quality improvements, to deliver identified capital projects over the next 25 years. Action requested: Staff will seek direction on next steps, including moving into Phase 3 implementation and updating the County’s stormwater utility ordinance. (Public Works Department)

Item A-1: Tobacco Shop Distance Separation Requirements

Orange County staff will provide an overview of how tobacco shops are currently regulated and present information on how other jurisdictions address similar businesses. The presentation will include proposed code amendments to establish distance separation requirements for tobacco shops and to add a prohibition on tobacco shops in certain overlay districts. Staff will also outline next steps and seek feedback from the Board. No action is required; staff is seeking Board feedback on proposed tobacco shop regulations. (Zoning Division)
