Item D-5: Management of Youth Mental Health Management Network Consortium and Provision of Mental Health Support Services
The Mental Health and Homelessness Division requests a $300,000 budget increase of its Youth Mental Health Management Network Consortium. The budget increase will allow RISE Community Solutions, Inc. – the Orange County based nonprofit partner that manages the program – to expand peer support services for young children as well as increased guidance for caregivers. With the increased funding, it is anticipated that 75 to 100 additional families will be served. Action requested: Approval of Amendment No. 6 to Contract Y23-151 with RISE Community Solutions, Inc., for youth mental health services, in the amount of $300,000, for a revised total of $1.03 million. Item F-1: Duke Energy Interconnection Agreement for Orange County Fire Rescue Training Facility CPAT Building
The Board of County Commissioners will consider an agreement with Duke Energy to move forward with a solar energy project at the Fire Rescue Training Facility. This will allow the county to begin the process of connecting a solar panel system at the CPAT (Candidate Physical Ability Test) building to the electric grid. The system is expected to offset the facility’s usage, advancing the county’s sustainability efforts to power operations with clean, renewable energy. Action requested: Approval of Interconnection Agreement between Duke Energy Florida, Inc. and Orange County, Florida for the Orange County Fire Rescue Training Facility CPAT Building. Item G-1: Funding for Expanded Services for Families Impacted by Hurricane Ian
This item seeks approval of a $350,000 agreement with the Christian Service Center for Central Florida to provide housing assistance through the federal Community Development Block Grant–Disaster Recovery (CDBG-DR) program. The funding will expand support services for families impacted by Hurricane Ian, including rental and utility assistance and the addition of a prevention case manager. The program is designed to help stabilize households at risk of eviction and is expected to prevent more than 300 families from experiencing homelessness. Action requested: Approval and execution of Public Services Subrecipient Agreement between Orange County, Florida, and the Christian Service Center for Central Florida, Inc., regarding the CDBG-DR Program for $350,000 for FY 2026.
