Consent Agenda:
Item C-1: Funding for Homelessness Prevention and Diversion Services 

This item calls for the approval of $159,000 in additional funding for The Coalition for the Homeless. The funding will expand homelessness prevention and diversion services, as well as enhance outreach efforts in underserved areas throughout Orange County. The expanded services are expected to assist an additional 150 residents. Funding includes the County’s allocation under the American Rescue Plan Act of 2021. If approved, the program’s total funding would increase to approximately $3.76 million. Action Requested: Approve an additional $159,000 in funding for the Coalition for the Homeless of Central Florida to continue providing homelessness prevention and diversion services. (Mental Health and Homelessness Division)

Item F-1 through F-5: Transfer of Surplus Automated External Defibrillators
These items call for the approval and transfer of 5 surplus automated external defibrillators (AEDs) to the City of Belle Isle, 20 to the Town of Eatonville, 2 to the City of Edgewood, and 4 to the Town of Oakland for use by their Police Departments. Another 108 surplus AEDs will go to Orange County Public Schools to support emergency preparedness and student safety across the district. As a result of equipment upgrades, the County no longer needs the AEDs. The devices remain in good working condition. By placing these life-saving devices in schools and with first responders throughout the community, the County aims to expand public access to defibrillation and improve outcomes during cardiac emergencies.

Action Requested: Approval to transfer 139 surplus AEDs, which will be distributed to the City of Belle Isle, Town of Eatonville, City of Edgewood, Town of Oakland, and Orange County Public Schools. Each recipient would receive the equipment for a nominal purchase price of $10. (Health Services Department)

Item G-2: Widening of State Road 50 from Avalon Park Boulevard to Chuluota Road
Orange County is proposing to partner with the Florida Department of Transportation (FDOT) to accelerate the widening of State Road 50 from Avalon Park Boulevard to Chuluota Road. The County would contribute $20 million to combine two widening segments—Avalon Park to the Econ River Bridge, and the Econ River Bridge to Chuluota Road—into a single project, allowing construction to begin in 2027 rather than delaying the second segment until 2029. FDOT would fully reimburse the County’s contribution through $2 million quarterly payments in fiscal year 2028. Action Requested: Approval and execution of agreements and a resolution to advance the widening of State Road 50 from Avalon Park Boulevard to Chuluota Road through a $20 million County contribution that will be fully reimbursed by FDOT. Item G-14: Bonnie Brook Flood Mitigation Improvements Project
The Board will consider accepting a $440,592 federal Hazard Mitigation Grant Program award from the Florida Division of Emergency Management for Phase 1 engineering and design work on flood mitigation improvements in the Bonnie Brook subdivision. The project, approved following Hurricane Ian, aims to reduce flooding in the neighborhood by planning for a new stormwater pump station and upgrading an existing facility. Phase 1 includes engineering design, surveys, permitting, and public notices. Action requested: Approval and execution of the grant agreement and related documents, with a required local match of $146,864. (Stormwater Management Division)

Discussion Agenda:
Item B-1: Presentation of the State of the Arts, approval of FY26 Cultural Facilities funding recommendations, and approval of the Blockbuster & Special Events

Orange County Arts and Cultural Affairs Administrator Vicki Landon will present the annual “State of the Arts.”. She will also present the Arts and Cultural Affairs Advisory Council’s recommendations for the FY26 Cultural Facilities Grant and the Blockbuster and Special Events Grant. Action requested: Approval of FY26 Cultural Facilities funding recommendations, and approval of the Blockbuster & Special Events – The Dr. Phillips Center for the Performing Arts Frontyard Holiday Festival funding recommendation. Item B-2: United Arts of Central Florida Update
United Arts of Central Florida President and CEO Jennifer Evins will present an annual update on the organization’s planning and programs. This item is for informational purposes only. No action is requested. (Arts and Cultural Affairs Office)

Item C-1: 2026 Hurricane Season Update
The Office of Emergency Management will present an update on the 2026 Hurricane Season. The presentation will include an overview of the County’s hurricane preparation efforts and hurricane predictions. This item is for informational purposes only. No action is requested. Item A-1: 2026 Transportation Impact Fee Study Update

The Board will consider a proposed update to the County’s Transportation Impact Fee (TIF), which helps fund transportation infrastructure needed to accommodate growth. County code requires the fee to be reviewed at least every five years to account for inflation, rising construction costs, and planned transportation improvements. The last comprehensive update was approved in 2021. Action Requested: After reviewing the draft study, the Board will be asked to provide direction on a path forward. (Public Works Department)
