Orange County’s Division of Building Safety Expands Fast Track Online Permitting Services

Orange County Government has expanded its online permitting services to provide access to all licensed contractors for most permits. Now, licensed building contractors may start permit applications, submit plans and pay any related fees online – without a visit to Orange County’s Division of Building Safety.

In August 2017, Orange County launched Fast Track electronic plan submittal process for new and existing building construction projects. The initiative has significantly reduced paper waste and saved time for licensed contractors who no longer have to visit the Division of Building Safety to submit plans. In April 2018, Orange County enhanced the process to allow applicants to submit permit applications, as well as plans for review and permit issuance. Fast Track has also received an updated, more user-friendly homepage layout to allow for enhanced user experience.

“Creating an environment in which businesses can thrive and succeed has been a strategic priority throughout my administration,” Orange County Mayor Teresa Jacobs said. “Customers – from homeowners to commercial builders – were required to visit multiple locations in order to complete their projects. From initial efforts initiated in 2012 to the introduction of Fast Track, Orange County has transformed its approach to customer service and permitting.”

To date, Fast Track has produced impressive results, with 84,000 building permits issued in 2017 and more than 35,000 issued in the first four months of 2018.

Division of Building Safety Manager Alan Plante said, “Most licensed contractors submitting electronic plans for residential single-family permits have seen their wait time reduced by more than 50 percent for permitting approvals, with current approval times ranging from 12 to 17 days.”

Non-contractors may also set up Fast Track Member Services accounts to upload e-plans, pay fees and monitor activity through the approval process, provided that they have a permit number pending issuance.

Homeowners acting as their own contractor are not able to use Fast Track Member Services to apply for permits or pay fees, but they are able to use all the search and research tools. Services available to all Fast Track Member Services account include the ability to:

  • Track an application’s status
  • Research contractor licenses
  • Schedule and cancel inspections
  • Download development documents
  • View meetings and hearings dates, topics and notes
  • Search for permits, investigative reports, addresses and parcels
  • Track the progress of inspectors on route to locations
